Your privacy matters to us. This Privacy Policy explains what personal data we collect when you use the CDF Zambia mobile application ("the App"), how we use and protect it, and your rights. By using the App you consent to the practices described below.
1. Who We Are
The data controller is the Ministry of Local Government and Rural Development, P.O. Box 50027, Lusaka, Zambia.
2. Information We Collect
We collect only the information necessary to deliver the App's features:
- Account details you provide at sign-up: full name, email address, phone number and password (stored only as a secure hash by Firebase Authentication).
- Your chosen home constituency, to personalise the "My Constituency" tab.
- Your profile photo (if you upload one), stored in Firebase Storage.
- Your favourites list, stored against your account in Firestore.
- Device-level push notification token, so we can deliver notifications.
- Anonymous usage statistics such as which screens are opened most often — no personal identifiers attached.
3. How We Use Your Information
- To authenticate your account and keep it secure.
- To display your profile information back to you.
- To send you push notifications about new CDF updates (you can turn this off any time).
- To understand aggregate usage so we can improve the App.
- To comply with legal obligations where required.
4. Legal Basis
We process your data on the basis of your consent (given when you sign up or enable features such as notifications) and, where applicable, the Ministry's public-interest mandate to inform citizens about the Constituency Development Fund.
5. Sharing
We do not sell your personal data. We share data only with:
- Google Firebase (our hosting and cloud provider) — subject to Google's security certifications and privacy commitments.
- Apple / Google push-notification services, purely to deliver the notifications you have opted into.
- Law enforcement or regulatory bodies where we are legally compelled to disclose data.
6. Storage & Security
Data is stored in secure Google Cloud data centres in Europe. All traffic between the App and our servers is encrypted in transit. Account passwords are never visible to us — they are verified via Firebase Authentication.
7. Retention
We keep your account data for as long as your account exists. When you delete your account from the Profile screen, your personal data (profile, favourites, photo, constituency preference) is removed from our active database. Anonymised usage statistics may be retained for trend analysis.
8. Your Rights
- Access — view the profile information we hold by opening the Profile screen or contacting us.
- Correction — update your name, phone and photo at any time from Edit Profile.
- Deletion — delete your account from the Profile screen. This removes your personal data from our active systems.
- Withdrawal of consent — turn off push notifications from Profile → Push Notifications.
- Complaint — you can raise a complaint with the Ministry using the contact details below.
9. Children
The App is not intended for children under 13. If we learn that we have collected personal data from a child under 13 without parental consent, we will delete it.
10. Changes
We may revise this Privacy Policy occasionally. When we do, the "Effective" date at the top of this page will change. Continued use of the App after an update indicates your acceptance of the revised policy.
